Terms of Reference (ToR) – Senior Consultant, Health Solutions- Catalyst Management Services

Position: Senior Consultant – Health Solutions

Reports To: Director/Senior Manager – Health Solutions

Location: New Delhi


About the Role

The Senior Consultant will support the delivery of complex health systems strengthening, public health, health financing, digital health, and health sector transformation assignments. Working under the guidance of the Senior Manager, the Senior Consultant will be responsible for leading workstreams, managing stakeholder engagement, providing technical and analytical expertise, and ensuring high-quality project delivery.

In addition to project delivery, the Senior Consultant will play a critical role in strengthening internal systems, processes, knowledge management, and operational efficiency within Health Solutions. The position requires a combination of strong technical expertise, consulting skills, project management capabilities, and an orientation toward institutional strengthening.

Key Responsibilities

1. Project Delivery and Technical Leadership

  1. Lead specific workstreams within large consulting assignments and manage day-to-day execution. 
  2. Develop project plans, work breakdown structures, implementation roadmaps, and monitoring frameworks. 
  3. Conduct policy, programmatic, operational, and health systems analyses. 
  4. Develop technical reports, concept notes, strategic documents, presentations, and implementation plans. 
  5. Ensure quality assurance of project outputs and adherence to timelines and client expectations. 


2. Internal Systems Strengthening and Process Streamlining

The Senior Consultant will play an active role in strengthening internal organizational systems and improving operational effectiveness across Health Solutions.

Responsibilities include:

  1. Support the design, documentation, and implementation of standard operating procedures (SOPs) across project management, business development, technical review, and knowledge management functions. 
  2. Develop and maintain (be the key custodian) knowledge repositories, document management systems, and reusable technical assets. 
  3. Identify process bottlenecks and recommend improvements to enhance efficiency, quality, and accountability. 
  4. Strengthen project governance mechanisms, including work planning, resource allocation, risk tracking, and progress monitoring systems. 
  5. Support the institutionalization of project management tools, templates, dashboards, and reporting mechanisms. 
  6. Contribute to the development of organizational metrics and performance monitoring systems. 


3. Stakeholder and Client Engagement

  1. Build productive working relationships with client teams and implementation partners. 
  2. Prepare briefing notes, meeting summaries, presentations, and communication materials for senior leadership. 


4. Team Coordination and Mentorship

  1. Coordinate the work of analysts, associates, consultants, and project team members. 
  2. Provide technical guidance and mentorship to junior staff. 
  3. Support capacity building efforts within project teams. 
  4. Foster collaboration across technical, programmatic, and operational teams. 


5. Research, Analytics, and Knowledge Generation

  1. Conduct literature reviews, landscape assessments, benchmarking studies, and evaluations. 
  2. Contribute to publications, white papers, technical briefs, case studies, and knowledge products. 
  3. Support evidence generation and dissemination efforts. 


6. Business Development Support

  1. Contribute to proposal development, technical writing, and bid submissions. 
  2. Support opportunity scanning, partner identification, and competitive intelligence. 
  3. Assist in developing technical approaches, budgets, work plans, and staffing plans for new opportunities. 
  4. Contribute to expanding Health Solutions' portfolio through innovative ideas and service offerings. 


Qualifications:


  1. Education
  2. Master's degree from a leading institution in Public Health (MPH), Health Administration (MHA), Public Policy (MPP), Management (MBA), Economics, Health Economics, Development Studies, or a related field. 
  3. International qualifications and multidisciplinary backgrounds will be an advantage. 


  1. Experience

8-10 years of professional experience in management consulting, public health, health systems strengthening, development sector consulting, or related fields. 

  1. Demonstrated experience managing complex projects and stakeholder relationships. 
  2. Experience in designing, implementing, and improving internal organizational processes, including project management systems, quality assurance mechanisms, resource planning, knowledge management, and operational workflows. 
  3. Proven ability to streamline processes, develop standard operating procedures (SOPs), and institutionalize systems that improve efficiency, accountability, and quality of delivery.
